Background Info: In 1924, Congress gave veterans of World War 1, certificates of $1,000 each that would be redeemable in 1945.
The veterans saw an issue with this in 1932 when they were unemployed due to the issues that came with the Great Depression. Walter Walters led veterans to the capital by hopping trains, hitching rides, and eventually in 1932 he had 15,000 veterans at the capital demanding for their certificates.
President Hoover refused to answer to them but a group of people did listen to them and later a debate began in Congress about whether or not to meet the requests of the veterans.
